I thought it was only 17%. \ud83d\ude33 Reuters? Are Cowan and Reid stretching things?<\/p>\n<p>Or maybe there&#8217;s a subliminal message intended:<\/p>\n<div class=\"quotes\">Non-essential personnel were furloughed.<br \/>\nThat&#8217;s &#8220;much of the U.S. government.&#8221;<\/div>\n<p>Maybe that&#8217;s the explanation. \ud83d\ude44 Richard? Tim?
